To fix this error ("?" signs instead of letters) in applications that do not support UTF-8 encoding, you need to change the value of the "Language for non-Unicode programs" setting to "Russian" in the regional language settings. To do this, select the “Advanced” tab in the “Regional and Language Options” in the “Control Panel”.
